OLD LYME PLANNING COMMISSION
REGULAR MEETING
THURSDAY, JUNE 11, 2015
PRESENT WERE: Chairman Harold Thompson, Chris Kerr and Edgar Butcher. Alternates Todd Machnik and Don Willis were seated for Steven Ross and Rob McCarthy.
REGULAR MEETING
BLACKBURN SUBDIVISION - BLACKWELL LANE – RELEASE OF BOND
The commission reviewed the letter from Tom Metcalf, P.E. dated May 25, 2015 regarding the bond release request on behalf of the Subdivision of Land of David A. Blackburn.
Chris Kerr made a motion to release the bond contingent upon verification of the monumentation of the Conservation Easement and noted the town will retain $2,383.00 which is 10 percent of the original construction cost estimate. This retained amount will serve as the Maintenance Bond in accordance with the Design and Construction Standards. Don Willis seconded the motion. The motion passed unanimously.
OTHER BUSINESS
STONE’S RANCH AND CAMP NIANTIC PROJECT
Thompson reported that a joint land use committee had been formed between the Town of Old Lyme and East Lyme to discuss the possible uses for both Stones Ranch and Camp Niantic and their impact on the community. Thompson stated he had spoken with the consult and would forward the information on to the commission members and requested notification of all subsequent meeting.
Todd Machnik stated the use of Camp Niantic has been reduced significantly over the year and further stated it is not located in the Town of Old Lyme. He further stated if Stone Ranch was a place that was going to be encroached on it would have happened already. He stated the parcel is both solid rock straight up and down and a lot of swamp and therefore not suitable for development.
Thompson noted in the past there has been interest in developing parcels adjacent Stone’s Ranch.
Discussions will be ongoing between the two towns.
